Central funds for sanitation facilities at holy towns soon

Central fund to be provided for the construction and maintenance of the free of cost public toilets at religious places. Promotional amount for the toilets construction in urban areas to be increased.

While participating in the third meeting of the subgroup of the Chief Ministers under the NITI Ayog for Swachh Bharat Mission in Bangluru Chief Minister of Uttarakhand asserted that financial arrangements to be ensured for achieving the challenging target of “free from open defection practices” till 2019.

Further, Chief Minister Shri Rawat  added that maintenance and monitoring of the toilets could not be imparted only to the Temple/Fair committees and local bodies. Usually, most of the pilgrims are unable to pay for public toilets based on Pay & Use. While other side, local bodies having not enough resources to maintain and run these free of cost toilets at such a large scale. Hence, financial aid should be arranged in this context. Chief Minister, apprised about the efforts regarding Swachh Bharat Abhiyan in Uttarakhand. As district Chamoli and Bageshwar would be cleaned within two year through the initiatives of the State Government. States require untied fund for the efforts in this regard.

Chief Minister Harish Rawat stressed on the timely release of the budget along with fund increment for the Swachh Bharat Mission and pointed out that implementing same manner/model of running and maintenance of the public toilets in all the places not possible. So, cross subsidy provision in some places to be considered. CM suggested that participation of  Industrial and Corporate  houses in the Swachh Bharat Abhiyan may be ensured. As Gram Panchayat and Ward can be allotted to the corporate houses. For intensive review of the Swachh Bharat Mission at district level, cleanness standard to be included in the ACR of District Magistrate.  R3 formula of Reduce, Reuse, Recycle to be implemented for  paperless practices on priority basis.

Chief Minister told that children in Uttarakhand are being made aware about sanitation and cleanness practices from the initial level. As concept of sanitation is being developed through the essay, painting, debate competitions regarding cleanness among the children at block and district level schools. Uttarakhand State Government is making efforts to promote toilets construction and impart technical support to the families without toilets facilities in rural region particularly.

Chief Minister further, recommended to print sanitation massages on the electricity/water/gas bills, bus tickets, ration cards, on the primary health centers, schools to speed up the Swachh Bharat Mission. Solid waste management to be prioritized in urban regions along with necessary training, skill development, and developing low cost technique. Intensive monitoring required for the collection and disposal of the solid waste. Power production may be promoted through the help of the private sector stakeholders.
