सकुशल लौटे मलेशिया में फंसे उत्तराखण्ड के 9 नागरिक

Uttarakhand Government facilitates safe return of residents trapped in Malaysia, issues them air tickets

“भाजपा नेता हल्के हथकंडे अपनाकर वाहवाही लूटना चाह रही है। मलेशिया में फंसे उत्तराखण्ड के युवाओं की सकुशल वापसी के लिए मुख्यमंत्री हरीश रावत द्वारा स्वयं पहल की गई”

मलेशिया में फंसे उत्तराखण्ड के नौ लोगों की आज मुख्यमंत्री की विशेष निर्देशों व अधिकारिेयों के प्रयासों से सकुशल वापसी करा ली गयी। मुख्यमंत्री हरीश रावत ने अखबारों से मिली सूचना पर तुरन्त संज्ञान लेते हुए विदेश मंत्री सुषमा स्वराज को फोन कर मामलेे की जानकारी दी थी व उचित त्वरित कदम उठाने का अनुरोध करते हुए दिल्ली स्थित उत्तराखण्ड स्थानिक आयुक्त को मामले पर तत्परता बरतने के निर्देश दिये थे। जिस पर उत्तराखण्ड स्थानिक आयुक्त ने मलेशिया स्थित भारतीय उच्चायोग, विदेश मंत्रालय के दक्षिणी एवं राज्य डिवीजन तथा प्रोटेक्टर जनरल आॅफ एममीग्रेण्ट्स, प्रवासी भारतीय मंत्रालय, भारत सरकार से लगातार सम्पर्क/वार्ता स्थापित कर उक्त लोगों की वापसी के लिये त्वरित कार्यवाही की गयी।

मुख्यमंत्री ने अमानवीय यातना व्यतीत किए गए इन यात्रियों के टिकट की व्यवस्था के निर्देश दिये जाने के पश्चात् स्थानिक आयुक्त के द्वारा दिनांक 12 अगस्त, 2015 को अपरान्ह् में इनके ई-टिकट मेल द्वारा उच्चायोग एवं यात्रियों को उपलब्ध कराने के पश्चात् उच्चायोग के अधिकारियों के सहयोग से इन्हें कुआलालामपुर एअरपोर्ट में जहाज से चेक-इन कराने के पश्चात् आज दिनांक 13 अगस्त, 2015 को दोपहर 12 बजे इन्हें उत्तराखण्ड के प्रोटोकाॅल अधिकारियों के द्वारा दिल्ली एयरपोर्ट में रिसीव किया गया। इनके आगे की यात्रा हेतु भी वाहनों का प्रबन्ध किया गया था परन्तु इनके परिवारजन इन्हें लेने स्वयं भी आये हुये थे जिनके साथ वह एयरपोर्ट से चले गये।

प्रदेश सरकार के प्रयासों की सराहना करते हुये मलेशिया से सकुशल वापस पहुॅचे नागरिकों ने मुख्यमंत्री को धन्यवाद दिया। बताया गया कि फंसे हुये यात्रियों का वीजा की वैद्यता 14 अगस्त, 2015 समाप्त होने वाली थी। यदि  प्रदेश सरकार मामले में इतनी तत्परता न दिखाती तो इसके बाद नागरिकों को वापस लाना काफी कठिन हो जाता। परिजनों ने इनकी वापसी पर प्रदेश सरकार का आभार जताया। वहीं दूसरी ओर नागरिकों की सकुशल वापसी पर मुख्यमंत्री ने हर्ष जताया व परिजनों को शुभकामनायें दी। वापस लाये गये लोगों में अरविंद नेगी, अरविंद कैन्थूर, ब्रजमोहन सिंह, कमल सिंह बिष्ट, मूर्ति सिंह, प्रकाश सिंह, सजेंद्र प्रसाद उनियाल, विजय पाल सिंह, महेंद्र सिंह शामिल हैं।

मुख्यमंत्री के मीडिया प्रभारी सुरेन्द्र कुमार ने भाजपा पर आरोप लगाया है कि भाजपा नेता हल्के हथकंडे अपनाकर वाहवाही लूटना चाह रही है। उन्होंने कहा कि मलेशिया में फंसे उत्तराखण्ड के युवाओं की सकुशल वापसी के लिए मुख्यमंत्री हरीश रावत द्वारा स्वयं पहल की गई। इसके लिए विदेश मंत्रालय को पत्र भेजकर त्वरित कार्यवाही का अनुरोध किया गया। राज्य सरकार की ओर से दिल्ली में तैनात स्थानीय आयुक्त को इसकी पूरी जिम्मेदारी सौपी गई।

स्थानीय आयुक्त द्वारा विदेश मंत्रालय और मलेशिया उच्च आयुक्त से निरंतर संवाद कायम किया गया, जिसका परिणाम यह रहा कि उत्तराखण्ड के युवाओं की सकुशल वापसी हो पायी है। इसके प्रमाण के तौर पर मलेशियाल उच्चायुक्त और स्थानीय आयुक्त के बीच हुए वार्तालाप और पत्राचार सबके सामने है। उन्होंने कहा कि राज्य सरकार की ओर से सभी युवाओं के लिए हवाई यात्रा के टिकट की व्यवस्था की गई। जिसकी छायाप्रति पत्रकारों को आज जारी की गई। आज जब ये युवा दिल्ली एयरपोर्ट पर पुहंचे तो उनके स्वागत में राज्य सरकार की ओर से स्थानीय आयुक्त एस.डी शर्मा और प्रोटोकाल अधिकारी उपस्थित थे, किन्तु भाजपाई नेता उन युवाओं को अपनी गाड़ी में बैठाकर ले गये। केवल वाहवाही लूटने के लिए। श्री कुमार ने कहा कि यह राष्ट्रीय राजनैतिक दल जो कि केन्द्रीय सत्ता में हो, उनका यह आचरण उचित नही कहा जा सकता है। ऐसे हथकंडे अपनाकर भाजपा नेता केवल वाहवाही लूटना चाह रहे है।

I once again express my heartiest gratitude to all concerned and also from my State Govt. for all kind of help extended by Indian Mission to all 13 Indian workers out of them 9 from Uttarakhand for releasing from illegal detention from the employer in Malaysia.  It is understood that these workers are not having money to buy the tickets as informed by their families in Uttarakhand to State Admn.  Hon’ble CM, Uttarakhand has directed that their whatever Air Journey expenditure would be borne by the State Government in any case.

I am directed to requested to kindly send us the Air Ticket bills of these workers for reimbursement to the Mission with Bank account details so that the amount could be transferred at the earliest. Details of these workers were mentioned in my communication dt.7.8.15 (attached herewith).  As per our information following 9 workers belong to Uttarakhand.  In case any worker of Uttarakhand is left he may please be included for repatration to India :

Dear Shri Kumar,

Reference your email dated 10 August 2015 regarding repatriation of 11 Indian workers (9 of Uttarakand State) detained by the employer in Malaysia.

2.      A total of 13 workers including the 11 workers mentioned in your email, approached the High Commission on 3rd August 2015 seeking assistance in their repatriation.  They had complaints against their employer, M/s Mohd Kayun Nasikandar Retaurant, for  non-payment of salary.  They all wanted to go back to India as their work permits have been finished.   They have been immediately provided with temporary shelter and food by the High Commission.

3.      The High Commission immediately contacted the employer requesting them to pay their salary dues and for arranging the check-out-memo for these workers from the Malaysian Immigration authorities as early as possible to enable the workers to return to India.  As they were all holding work permits, they had to be cleared by the employer with the exit pass, failing which the Malaysian Immigration would not allow them to return to the home country.  The employer agreed to do so.

4.      Today, the employer had handed over to the High Commission all their salary dues and the check-out-memo of the 13 employees.  This will be handed over to the workers and they need to arrange for their return air-tickets for return to India.
