Endless wait for flyovers in Dehradun नाउम्मीदियों के फ्लाईओवर्स!!!

Three under-construction flyovers in Dehradun’s man crossings have become a nightmare for the people of Uttarakhand’s capital city. These flyovers have missed many completion deadlines and have been delayed by over two years. Callous attitude of successive governments in the state has led to this state. Now under the President’s rule, the construction work has been given a fillip and a monitoring committee has been formed by Governor K.K. Paul. Is it going to work, only the time will tell…

Governor gives directions to ensure  quality  and public safety in the construction of fly overs

High Level project management committee constituted which will conduct weekly inspection

 Uttarakhand Governor K.K.Paul has constituted a project management committee under the chairmanship of additional chief secretary to constantly monitor the three flyovers under construction. This committee  will inspect these projects weekly  and give a report.  The Governor today inspected the Balliwala, Ballupur and  ISBT flyovers besides the   and the Asian Development Bank projects and then gave directions for the constitution of this committee. After reviewing the status of various civil works in Dehradun, the Governor held a meeting at the secretariat with officials concerned and asked them to ensure, at all cost, the public safety aspect in the construction of fly overs.

He said that the project management committee, under the chairmanship of additional secretary will inspect the fly overs and ADB projects every week. The committee includes commissioner (Garhwal), Secretary PWD, Secretary (urban development), Chief Engineer (PWD) and other officers concerned. The Governor expressed displeasure at the slow pace of the work on the flyovers and said that the construction work should maintain quality and be completed in time. He said public safety was the most important and carelessness in this matter will not be tolerated. Strict action will be taken against any person found being careless in following the norms of quality maintenance and public safety. He said third party laboratory quality tests must be conducted.

He said that the work should not lose pace due to lack of building material or labour. He said signanges should be prepared according the style used on National Highways. Once the flyovers are ready, it would have to be ensured that the speed limit was kept in check to avoid accidents. He said care should be taken to ensure the convenience of people staying near the flyovers.

Ironically, the construction of these flyovers was started in March 2013 and was scheduled to be completed within one year. But till date only 70 per cent of the work in these flyovers has been completed. Under such scenario it looks very unlikely that these flyovers will meet the new deadline of June 2016.
